Police officials were directed to anticipate large crowds, arrange for adequate lighting, install barricades, assign divers and water police, conduct thorough inspections of bathing sites, and deploy undercover male and female officers. Emphasis was placed on prohibiting any unconventional activities and preempting potential controversies.

Monitoring of social media platforms and swift action against misinformation dissemination were highlighted. Mandatory deployment of UP-112 vehicles at congested locations was stressed for effective crowd management.
