Irregularities and doubts over the credibility of police operations are causing a stir in the PCMC Anti Human Trafficking Unit. The head of the unit, Mr. Devendra Chavan, known for exposing sex rackets in the city, is now facing accusations of being involved in an extortion racket. Recent raids using decoy customers have raised concerns about the misuse of dummy customers like Mr. Chetan Patil and Mr. Vishal Jojale, who were later found to be involved in criminal activities.
The arrest of Mr. Vishal Jharange on complaints of blackmailing spa owners for cash has shed light on a possible nexus between the decoys and the alleged extortion racket. Despite their involvement in criminal activities. With the close relationship between Mr. Chetan Patil and Mr. Devendra Chavan coming to light, concerns over the integrity of the Anti Human Trafficking Unit are growing.
The silence of top police officials like Commissioner of Police Mr. Vinay Kumar Chobe, DCP Crime, and ACP Crime on these allegations is fuelling speculation about the extent of corruption within the unit. Rescued Womens Right are compromised: is it Negligence or lack of Knowledge Or Intentional
Mr. Chavan is head of AHTU and has the additional role of PRO & writer to Commissioner of police PCMC, in past he has released the names of the rescued women’s from the sex racket exposed by waked police station in press note dated 20/04/2023, news release no.07, which is against the rights of the women rescued without there written permissions. What stopped police from taking action against Mr. Chavan by senior officials? Why Rescued women’s statement are not signed ? It is also observed that during the raid the statement of the rescued women’s are not recorded or if taken its is not signed by them, also in most cases the recovered DVR have not been shown in the evidence.
Why delay in the procedure? It is also observed that AHTU does the raid at approximately in between 3:00 pm to 6:00 pm but after the raid CCTV camera are turn off immediately, and nothing is getting recorded afterwards, Mr. Chavan reaches the place around 10 pm to 11pm or sometimes late.
First question comes in mind that is it procedure delay or time required for the investigations or something fishy is happening under the closed CCTV cameras. IPC Section 370(3)missing: All the raid conducted by AHTU always have section IPC section 370(3), Except for the only Apple Spa raid at waked case filed in 2023 with more than 1 women was rescued & same spa was raided again by AHTU team and now has IPC section 370(3) in 2024 in FIR filed.
Was the FIR was influenced by someone or its another mistake of AHTU head? Mr. Chetan Patil & Mr. Devendra Chavan (head AHTU) Relation : Mr. Chetan Patil History & Background: He is ex-owner of Opel Spa at vision 1 mall, Wakad Highway, Pimpri chinchwad and in contact with Mr. Chavan from that time, immediately after the selling of the setup and conflict of interest between the him and the present owner team of AHTU had raided the place.
After the Opel Spa, Mr. Chetan had opened new shop Named after Golden Spa in New RTO building in Moshi, again due to his greed he did not paid the setup money to the respective owners of setup since 2023, After the Golden Spa , Mr Chetan is running Nature Life Spa at ravet. In partnership with unknow official, and is the present business of Mr. Chetan patil.
Mr. Chetan Patil & AHTU Relationship: Mr. Patil is been seen usually in AHTU office and considered to be the loyal to Mr. Chavan and AHTU, If police could check the CCTV footage of the commissioner office they shall be answerable to the public, the person who himself is a spa owner and visiting the AHTU office regularly for what?
This is serious intelligence failure of AHTU or intentionally closing the eye at the misdeeds of Mr. Chetan he is also used in many cases of exposing sex racket at spa, but no action against or any checking or punchnama done in his own any of the spa. First question arises in mind who is the actual owner of the spa owned by Mr. Chetan.
No action has been taken against Mr. Chetan Patil, raising questions about potential protection from higher authorities. As journalists face barriers to meeting with Commissioner of Police without a good relationship with Mr. Devendra Chavan, the transparency and accountability of law enforcement agencies in PCMC are being called into question.
