The changes have been made to make Russia aware of the consequences of attacking or participating in an attack. This is not just a nuclear attack. Putin said that a conventional attack on Russia with the support of any nuclear-armed state would be considered a joint attack by the two countries. Putin has threatened to use nuclear weapons if Russia's sovereignty is seriously threatened.
